Unable to progress 'Training Wheels' quest

Deadmetal says i need to up my level in marksmanship to level 8, but it's already level 9 for me and he's still telling me to increase that skill. I have tried to reload back in the game, talk to him throughout the day, tried talking to him in different angles.
