Increase the managers rights in the apartments

Right now the only difference between a manager and a whilisted player in apartements is the ability to whitelist people.

Maybe you could add another higher level status like “Administrator” or increase the rights available to a “Manager” but some key features need to be easily made available:

At the very least an owner should be able to delegate:

• Turning stations ON and OFF (high priority)

• Adding blueprints to stations

• Cancelling jobs, or at least your own jobs on stations
