Rebalance relics

Shorter dungeon runs have thrown off the balance of relics, preventing players from reaching a “full build” by the time they finish a run and leaving them dissatisfied. Some potential suggestions include

1) Don't have the same class relic show up multiple times in the same selection

2) Add ability to reroll relics (potentially based on Knowledge level)

3) Improve knockback on machine gun

4) Modify the impact of fire rate on machine gun so that it doesn't affect the duration/ease of aiming of the attack

5) Reduce cap on magnet level

6) Revisit the values of or need for certain relics (e.g., dodge/crit chance % buffs)
