Improve the land/rental system for apartments

Needing to rent a location to place your apartment feels bad as a holder who has already spent money on an apartment, and the universal keypad for non-placed apartments is a bandaid solution to walking back the promise of placing lands, which was the original promise

This is what I would propose instead of the current system.

1. Land locations should contain multiple/a range of apartments (larger apartments potentially would have better locations and penthouses could have an exclusive location)

   1a. More exclusive/interesting locations could be whitelisted/raffled or otherwise earned in an interesting way

2. Pay tax (rent) to the system to allow others to use your stations and collect fees from them

3. Improve the apartment builder to allow showing off NFTs in the apartment and try to re-add other social utility to apartments.
