Create new quests for additional skill levels instead of modifying Final Push

Currently, the quest “The Final Push” has its requirements adjusted based on the max skill level in the game. This creates an imbalance between older players and newer players in being able to complete this quest.

Instead, this quest should remain at its original requirements and increased skill level caps should be accompanied by new quests related to the increased caps.
